Authorities in the Central Asian nation of Uzbekistan were pressured to allow gambling by offshore iGaming businesses, who take out between $350 million and $1 billion annually.
The specific standards and conditions for acquiring licenses to conduct online gambling, lotteries, and betting activities have been approved by the Uzbek Cabinet of Ministers. Adopted on December 6 and published on December 12, the resolution puts into effect a presidential order issued in April that allows online gambling and bookmaking as of January 1, 2025. The price that operators will have set aside to gain the licenses and for how long they'll be valid are also known.
Unofficially, online offshore sports betting operators, which withdraw between $350 million and $1 billion per year from the country, pushed the authorities to legalize gambling in Uzbekistan.
The new regulations require licenses from the National Agency for Prospective Projects (NAPP) to be obtained by those who conduct online games, lotteries, and betting operations. A new license costs 18.75 million sum, or about $1,500, and is valid for five years. License modifications cost 9.375 million sum ($730).
Only domains that are part of Uzbekistan’s national Internet section may be used by organizers to offer services. The random number-generating technologies and online gaming software need to be certified by approved organizations and testing facilities chosen by the licensing body.

According to lottery ticket revenue distribution regulations, prizes must get at least 50% of traditional lotteries?earnings and 75% of those from electronic lotteries.
Participation in lotteries and gambling by players is deemed lawful as long as it takes place on authorized platforms, identity verification is completed electronically, and transactions are completed. To oversee player records, limitations, and transaction limits, the Uzbek government will keep a Unified State Register of Bets and Players.
Individuals under the age of 18 aren’t allowed to participate, and citizenship categories will be chosen based on variables like age, health, and income. There will be a list of people who are prohibited from gambling, including those who have self-reported gambling addiction or who are subject to court-ordered limitations.
